This was after a gear change where the Anti-Skid speed transducers were hooked up to the wrong wheels.
As far as takeoff..... if a crew has a dragging brake, they'll feel it on taxi. I'm sure any anomalies noted would cause a return to gate.
There's a ton of possibilities for faults in the Anti-Skid system. The Anti-Skid Control Unit should be monitoring for the wheel speed transducers, hydraulic pressure, braking valves, IRS speed inputs, air/ground configuration, and others. A failure in any (or the unit itself) should disable the Anti-Skid system and warn the crew that a problem exists.
